He has been responsible for more than a dozen ‘firsts’ for I ndia’s progression in ICT, inter alia, the country’s first two subscriber trunk dialling systems, countrywide customer service centres and training centres, over-the-counter registration for new facilities, basic design of the network for nationwide trunk switching, data communication on public network, totally fault-free communication services during international events (1982-83), Member-Convener of an inter-departmental committee, countrywide network of STD/ISD public telephones, convener of first telecom think tank (2002) and more. He has been consultant to the private sector on many strategy issues, has led delegations to international conferences and has authored reports, articles and talks on technical, administrative abnd social issues.
Dr. N Bhaskara Rao A pioneer of social research in India and an eminent mass communication expert with 40 years of distinguished background, Dr N Bhaskara Rao is founder Chairman of well known and prestigious independent Centre for Media Studies (CMS). He is also founder chairman of prestigious market research and forecasting outfit, Marketing & Development Research Associates (MDRA) and BREAD. Earlier, he had built up ORG as its CEO. Dr Rao is the author and proponent of Social Audit concept/approach to appraise public utilities/services along with two former chief justices of India. Dr Rao pioneered Role Model Awards at National level. He pioneered psephology based election studies in India, 30 years ago.
Dr Rao could easily be credited for giving birth to Applied Social Science Research in India with his innumerable research studies of significance on a variety of subjects. He is credited for large-scale sample surveys in India. Dr Rao had high academic achievements having three masters degrees and a Ph.D from two Indian and two US Universities.
Dr Bhaskara Rao is an acknowledged expert in public opinion, feedback and market research methodologies. Dr Rao made a mark on futures studies in India starting in 1975 with "India 2001", India 2020 in 1986 and he was the Coordinator of Vision 2020 Andhra Pradesh. His books/monographs/writings over three decades had profound impact on policies, programmes and perspectives of more than a couple of sectors. Dr Rao has done extensive research in India on television effects, including on children and was responsible for benchmark studies on media and television policies.
Dr. Rao held senior advisory positions with the Government and international agencies. He is founder-Director of more than a couple of research agencies.

(TU-Ilmenau, Germany) Dr. Hajela served the Indian Telecommunication Administration for over 33 years and contributed to development of Telecom technology policy, standardization, and induction of new technologies, including rural telecommunication, digital mobile technology and computerized information and network management systems. He served the ITU for over ten years in the Maintenance & Management Project in Nepal and subsequently as ITU Area-Representative for West & South Asia and further on as Coordinator of the ITU Regional Office for Asia-Pacific Region in Bangkok. He initiated the establishment of 'South Asian Telecom Regulators' Council" as the institutional mechanism for harmonizing regulatory policies at the sub-regional level and coordinated with APT to ensure its sustained functioning under its auspices. On retirement from ITU, he served the TRAI as honorary Senior Consultant for over 8 years during its formative years. He has been Consultant to UNDP, UNESCAP, ITU, APT, WB, ADB, Government of India and Private sector industry. Dr. Hajela is the recipient of Roll of Honours of Victoria College Gwalior, Gold Medal for Best Engineering Project Design and Thomason Prize for being the most distinguished student at University of Roorkee, during his student life, followed in his professional career by award of IETE SN Bose Prize 1988 for significant contribution to Power Electronics technology, Distinguished Alumnus Award of IIT-Roorkee 2008 for outstanding achievements and contributions, and Eminent Engineer award of the Institution of Engineers, Delhi 2018 . He is an independent non-executive Director of APLAB Ltd. and founder member and the Chairman Emeritus of ITU-APT Foundation of India.
He has authored over 50 technical papers/reports. He is a Fellow of IE (India), Fellow of IETE (India), and Sr. Life Member of IEEE Inc. (USA).
Mr. Tyagi is heading C-DOT, which is engaged in development of various projects at the frontier of Telecom technology in the areas of Optical communications, Next Generation Networks and Wireless technologies. C-DOT is also playing important roles in ‘Make in India’ and ‘Digital India’ programs launched by Govt. of India, Department of Telecommunications. Digital communication infrastructure required for smart cities and smart buildings is also being innovated by C-DOT. Mr. Tyagi is an innovation and Business Leader from Information Technology and Telecommunication Industry for over 35 years. He had founded and led a Company out of New Delhi for 12 years as Board Member and Global CEO. He has headed global business in India, Japan, Australia, USA and Europe. He has actively worked towards Research and Development of large systems, Organizational Development and creation of high performance teams. In October 2009, Vipin decided to promote National level R&D and joined C-DOT. He has won several awards and recognitions.

Mr. Rajesh Mehrotra has been a Senior ITU expert, Counsellor and Senior Radiocommunication Engineer at the ITU HQ in Geneva for about 14 years. The work was primary related to management of the radio frequency spectrum and coordination of space networks at the international level. He has authored a number of technical papers that relate to management of the two natural resources viz radio spectrum and the geostationary orbit. He has conducted international seminars and workshops on behalf of the ITU at various countries, including India (ISRO/DoS) and provided assistance to many administration in the use ITU’s Radio Regulations. He has participated as ITU Counsellor, speaker and also as a member of the Indian delegation in various ITU World Radio Conferences & biennial Radiocommunication Seminars.
Mr. Mehrotra is a Bachelor & Master of Engineering (Electronics & Communications), from IIT Roorkee and was Dy. Wireless Adviser at the WPC Wing before joining the ITU HQ in Geneva in February 1997.
He was on mission to Nepal as `Senior ITU Expert on Frequency Management’ during 1992 and `ITU Consultant in Radio Regulations’, during two missions to Thimphu / Bhutan in 1996.
For a period of about 4 years 1982-1986, he served as `Associate Professor’ at the `Institut National de Electricite et d’Electronique (INELEC), Ministere Industrie Lourde, Algeria.
After retiring from ITU HQ, Space Services Department, in 2010, he undertook the mission as `Senior ITU Expert’ for the preparation of ITU Wireless Broadband Masterplan Project for countries in the Asia-Pacific region in 2011/12. He co-authored the `Road map for the Wireless Broadband Master plans for the Myanmar, Nepal, Vietnam and Samoa.
Since 2013 he is the founder and Principal Consultant for `RedBooks Consulting Pvt. Ltd.’, a Radiocommunication and Satellite Advisory and has undertaken many consultancy projects for many important international clients.

His recent research based work ,“Extra Mile- Walking the Talk on Rural Broadband Business”, brings out the innovative business models. He has also established and mentoring a consulting startup named SAAM Corpadvisors providing Govt. Affairs as Managed Service. He is recently appointed as the Secretary General of ITU-APT Foundation of India. Additionally he is Vice-President and Trustee of PTCIF and Co-chairs BIF committee on Rural Digital Infrastructure. He founded NGN Forum in India to spread awareness and capacity building in the field of emerging technologies. In June 2008, Dinesh had the privilege of becoming first Asian journalist to go to the Arctic to report on an ongoing international scientific expedition relating to climate change. This resulted in a science travelogue, Witness to the Meltdown. His career as an author began with the award of New India Fellowship in 2006. Since then he has authored three major books. An international, updated edition of his book on India's IT industry was published by the MIT Press (USA) in 2015 as The Outsourcer: The Story of India’s IT Revolution, under its celebrated ‘History of Computing’ series edited by William Aspray and Thomas J Misa. In 2016, The Outsourcer won the prestigious Computer History Museum Book Prize instituted by the Society for the History of Technology.
Dinesh has a Master’s degree in Communication and Journalism from Osmania University, and is pursuing Ph D from Banaras Hindu University. He has taught a course in development journalism at the Ateneo de Manila University, has been a Visiting Fellow at Jawaharlal Nehru University (JNU) and the Centre for Media Studies, New Delhi. He has delivered invited lectures at several Indian and international institutions including the Yale University.
